of the 1906 Act, for the following reasons -

Section 5.--Sets a day for the coming into force of The pro- certain provisions of the 1906 Act.

visions of this Ordinance will come into force from the date of its passage.

the

Section 8.-Is not considered necessary, as

machinery at the disposal of the Port Authori- ties is sufficient to ensure the proper marking of vessels before clearance.

Section 10.-Is not considered necessary, as cargoes

of wood stacked on deck are unknown here. Section 12-As 98 per cent. of the crews shipped in this Port are Chinese, a very small proportion of whom have any knowledge of the English language, to insist upon the provisions of this section would be to destroy the British Coast- ing and River trade, and put it into the hands of foreigners. In 1906, 20,766 seamen were shipped on board European constructed vessels exceeding 60 tons. Of these 19,400 were Chinese.

Section 14 to 24 do not affect the Merchant Shipping Ordinance, they refer to Emigration, which is dealt with in a separate ordinance (No. 1 of

1889).

Section 12 provides for more efficient regulation of unlicensed steamships not exceeding 60 tons.

It alsh deals with the regulation of motor boats.

Section 13 deals with the regulation of motor bonts.
